Information about Housing Savings Books issued before 23.10.1990
As of January 2021 changes to the Act of November 30, 1995, on state aid in the repayment of certain housing loans, the granting of guarantee premiums, and the reimbursement of premiums paid by banks (with subsequent amendments) came into force.
The changes concern the obligation to register savings books and entitlement to the guarantee premium.
Obligation to register the housing savings book
As of January 19, 2021, it is required to register the housing savings book at the bank that services it. To register, it is essential to have the savings book with you. The speed at which it can be closed will depend on whether it has been registered.
In case you want to close the savings book:
- until December 31, 2022 – the rules for closure will remain unchanged,
- from January 1, 2023 – if the savings book is not registered by December 31, 2022, the owner will not be able to close it as before. The owner of the book registered after December 31, 2022 will only be able to apply for payment of the guarantee premium starting from January 1 of the year following the date of its registration (e.g., a housing savings book registered in 2023 will be able to be closed from January 1, 2024).
The exception is situations where the action entitling to the payment of the guarantee premium took place before January 1, 2023, but the application was submitted in 2023 – then the book can be closed in the same year (provided the statutory deadline of 90 days has not expired).
